Crime, Arrest and Firearm Activity Report (Greenbook)

New York State law enforcement agencies submit monthly crime reports to the Division of Criminal Justice Services (DCJS).  These submissions are reported one of two ways: aggregate level reported under the Uniform Crime Reporting System (UCR) or incident level as reported under the New York State Incident Based Reporting Program (IBR).  The UCR and IBR programs are the sources of official crime statistics for New York State counties and jurisdictions.  Consistent with the reporting of national crime statistics, New York reports on Index crimes (see definitions), which include the violent crimes of murder, forcible rape, robbery and aggravated assault; and the property crimes of burglary, larceny, and motor vehicle theft.

The Crime, Arrest and Firearm Activity Report provides preliminary information on reported Index crimes outside of New York City, along with arrest information submitted by law enforcement to the New York State Computerized Criminal History database.   This publication provides jurisdiction specific detail on those jurisdictions participating in the state’s Gun Involved Violence Elimination (GIVE) initiative.

The GIVE Initiative is the state’s comprehensive crime fighting program designed to reduce firearm-related crimes, shootings, and homicides in those 20 jurisdictions that account for more than 80% of the crime outside of New York City. 

To assist stakeholders in monitoring the reported crime and arrest activity in the 20 GIVE jurisdictions, the Crime, Arrest and Firearm Activity Report includes crime and arrest statistics for the following jurisdictions:

Due to GIVE’s focus on reducing shootings and firearm-related homicides within New York State, DCJS is also tracking several firearm-related statistics.  Violent crimes involving firearms are extracted from the monthly UCR and NYSIBR data files submitted by law enforcement agencies.  The firearm activity data, which includes the number of shooting incidents and the number of persons killed by gun violence, are self-reported by law enforcement agencies participating in New York State’s GIVE initiative. 

All Data is Preliminary and Subject to Change

As a condition of funding, GIVE jurisdictions are required to submit reported crime data to DCJS within 30 days after the close of the monthly reporting period.   Due to this relatively short time frame and the investigative nature of crime, the statistics published in the Crime, Arrest, Firearm Activity Report are considered  preliminary and subject to change.
