1. New Supervision Rule for New York State
~ On June 1, 2013, the Probation Supervision Rule (9 NYCRR Part 351) took effect. This newly promulgated supervision rule is the result of three years of collaborative work involving probation practitioners, OPCA staff and national experts. The statewide work group reviewed national research on the latest evidence-based practices, explored various state and local probation practices, and met regularly to develop 18 drafts before finalizing the final rule. The new supervision rule is available online at http://www.criminaljustice.ny.gov/opca/regs.htm. It provides for an enhanced classification system with active and administrative statuses, the consideration of merit credit activities that provide incentives for probationers and a contact matrix through which contacts by technological means are counted. Supervision rule FAQ’s, along with a descriptive practice commentary, also are posted to the eJusticeNY Integrated Justice Portal (IJ Portal). 2. Caseload Explorer transition completed in 48 Counties
~ OPCA is very pleased to announce that all scheduled probation departments met the May 31, 2013, deadline to transition to Caseload Explorer (CE) Version 5.2. The latest version has been deployed in the following 48 counties: Jefferson, Nassau, Ulster, Warren, Albany, Allegany, Cattaraugus, Chautauqua, Chenango, Clinton, Columbia, Delaware, Erie, Essex, Franklin, Fulton, Genesee, Hamilton, Herkimer, Montgomery, Madison, Dutchess, Niagara, Onondaga, Ontario, Orleans, Oswego, Otsego, Rockland, Saratoga, Schenectady, Cortland, Schuyler, Greene, Tompkins, Seneca, St. Lawrence, Steuben, Sullivan, Tioga, Monroe, Wyoming, Yates, Schoharie, Suffolk and Lewis. This progress reflects the efforts of so many during the past several months, including the seven pilot counties, the county probation departments and their IT staff, DCJS IT staff and our partners at AutoMon, Inc. This new version of CE provides a standardized PSI/PDI template, a mechanism to track administrative vs. active cases, the ability to track merit credits and graduated responses activities and other enhancements to accommodate the new supervision rule. Starting this month, OPCA will conduct regional Caseload Explorer meetings in Albany, Cortland, Jefferson, Monroe and Warren counties.

3. DP30/30A and SORA Reports: Uploading to the IJ Portal
~ On June 25, 2013, the portal sections allowing for the uploading of the Caseload Explorer- generated XML data file or direct data entry for non-CE counties of the DP30/30A and SORA reports will be activated, allowing for the upload or direct data entry of these reports for the second quarter of 2013 (April, May and June). The SORA Quarterly Report is due Monday, July 1, and the DP30/30A reports are due Tuesday, July 30. Counties will no longer be able to e-mail these reports to DCJS. For training on this topic, log on to the IJ Portal, click on the Resources tab, select Reference Library and then click on the Probation link. Once there, click Training located in the left menu, and then click “Instruct probation departments about the new Integrated Justice Portal system, new methods for entering DP30/30A Reports…”

4. Fourth Annual Ignition Interlock Qualified Manufacturer’s Conference
~ Earlier this month, OPCA Ignition Interlock Program Manager Shaina Kern organized the fourth annual New York State Ignition Interlock Manufacturer’s Conference. The conference featured a presentation on DWI-related research by Anne Dowling, Ph.D., deputy director of the Institute for Traffic Safety Management and Research at the University of Albany; a panel of ignition interlock device (IID) manufacturers who discussed their latest IID technology; a panel of criminal justice practitioners, including probation professionals,, monitors, a prosecutor and judge, who discussed DWI offender accountability; and a presentation by representatives of the state’s Department Motor Vehicles, who presented on new regulations concerning persistently dangerous drivers and the requirement for these drivers to install ignition interlock devices.

5. OPCA Trainings
~ The OPCA Training Calendar is now posted to the IJ Portal. To view the calendar, click the Resources tab, followed by Reference Library, Probation and finally, Training. ~ OPCA is pleased to announce three regional training sessions on Juvenile Sex Offender Assessment Protocol-II (JSOAP-II) and Dynamics of Sexual Offending. The J-SOAP-II is an empirically- informed guide for the systematic review and assessment of a uniform set of criteria that may reflect increased risk to reoffend. ~ OPCA staff members Nancy Andino and Colleen Thorn recently completed an intensive, 40-hour DCJS-certified Instructor Development School and are now certified general topics instructors for DCJS and OPCA. Congratulations to our two graduates!
~ The first of three sessions of Motivational Interviewing training was attended by 27 professionals earlier this month. The other classes are scheduled for Thursday, July 11 and Friday, July 12 in Clinton County and Thursday, Aug. 1 and Friday, Aug. 2 in Erie County. ~ In May 2013, OPCA staff members attended training on a risk and need assessment for adult women offenders, the Women’s Risk/Needs Assessment (WRNA), which was sponsored by the National Institute of Corrections in cooperation with the University of Cincinnati. This new assessment is designed to supplement existing risk and needs assessments, such as the COMPAS and the Level of Service Inventory (LSI), by identifying trauma and abuse, unhealthy relationships, parental stress, depression, self-efficacy and mental health symptoms. This month, the same staff members will be attending a 40-hour Train-the-Trainer program on the WRNA; once completed, they will facilitate training for county probation departments and alternatives to incarceration Programs across New York State.

7. Awards, Events, Additional Trainings, and News
~ The American Probation and Parole Association’s (APPA) 38th Annual Training Institute will be in Baltimore, Md. from Sunday, July 28 through Wednesday, July 31, 2013. Register now by clicking here.
~ The New York State Probation Officers’ Association Annual Conference will be held Wednesday, Aug. 7 through –Friday, Aug. 9 at the Albany Hilton on State Street.

8. Practice Tip: Research indicates that case plans with the best outcomes include long-term goals, short-term goals and action steps. Completing the risk and needs assessment instrument during the investigation not only better informs the report and court, but it leads to more appropriate recommendations for sentencing and more targeted and case-specific conditions of probation.

9. Quick Fact: Roadside Stop has had 31,945 probation “hits” since inception. Please remember to regularly check your department’s ORI contact information to facilitate communication between police agencies and probation departments regarding these hits.
