The Pretrial Release Services Program continually seeks to screen all un-sentenced defendants in the custody of the Rensselaer County Jail and provide all the courts in Rensselaer County with information to assist the judiciary in making release and bail decisions to reduce unnecessary pretrial detention and subsequently provide supervision to those released to the program to minimize failure to appear rates, often providing a significant amount of supervision of direct court released individuals in lieu of pretrial detention. The Pretrial Release Program provides supervision and monitoring services to un-sentenced individuals qualified for release as well as, act as court liaisons to facilitate release and report on participation progress and compliance with conditions of release. Individuals with identified or self-identified needs are referred to a network of community resources for services at the investigative stage for alcohol/substance use, mental health, veteran, and drug court services, where deemed possible regardless of release status.

The Osborne Association, Inc.
The Osborne Association's CAS is designed to serve indigent defendants. This includes those facing felony and misdemeanor charges, adults, individuals in criminal court as young as 14 and Youthful Offender status-eligible defendants. Participants are represented by a public defender or attorneys on Assigned Counsel Panel (18-B), other indigent defense counsel, and retained attorneys in instances in which the court determines that the client cannot afford services beyond their legal representation. Defense counsel use these Client Specific Plans to promote a range of alternatives, including probation, substance use disorder treatment, educational or employment programs, case dismissals, reduced charges, lower sentencing ranges, and the adjudication of Youthful Offender status. CAS also provides case management to clients through the pendency of their court cases, extending this support for up to six months post-mandate as needed.
